General Terms and Conditions of Use for the Global Terrorism Database

Use of the enclosed data signifies your agreement to the following terms and conditions.

  1. Definitions: Within this section:

    1. 'GTD' will refer to the Global Terrorism Databases (both the data collection from 1970-1997, referred to as GTD1, and the data collection from 1998 onwards, referred to as GTD2) produced by the National Consortium for the Study of Terrorism and Responses to Terrorism and the Center for Terrorism and Intelligence Studies. This includes both the data and codebooks, as presented in the enclosed CD, and the World Wide Web interface by which the data are presented.
    2. "START' will refer to the National Consortium for the Study of Terrorism and Responses to Terrorism, a United States Department of Homeland Security Center of Excellence based at the University of Maryland.
    3. 'CETIS' will refer to the Center for Terrorism and Intelligence Studies, a division of the Akribis Group.
    4. 'USER' denotes the individual or set of individuals who have requested and been provided with a CD that includes the data that comprises the GTD.
    5. 'GTD representatives' denotes any of the senior management staff of START or CETIS, and any employee or representative of the said organizations whom senior management staff designate to represent START and CETIS in dealings with the USER.
  2. Usage Rights: Pursuant to this agreement, START and CETIS grant the USER the non-exclusive, non-guaranteed right to search, browse, and view all contents in the GTD.
  3. Authorship: All contents of the GTD were collected and coded by representatives of either START or CETIS and do not purport to reflect the official position or data collections of the Department of Homeland Security or any other agency of the United States government.
  4. Acknowledgement: All information sourced from the GTD should be acknowledged by the USER and cited as follows: "Global Terrorism Database, START / CETIS, , accessed at on < insert Date>" or "Global Terrorism Database, START / CETIS, , accessed via Global Terrorism Database CD, June 2007 edition."
  5. Sharing the Data: The data and materials included on this CD are not to be distributed to others or duplicated. If additional USERs need access to these data, a request for the data should be submitted via the GTD web interface: http://209.232.239.37/gtd2/contact.htm.
  6. Reconstructing the Data: The USER is not permitted to reconstruct the original datasets upon which the GTD interface is based, in whole or in part, in such a way that the data becomes amenable to quantitative analysis, without the written permission of START and CETIS. This includes the compilation of multiple incidents in the GTD by either manual or automated methods.
  7. Commercial Potential: No part of the GTD or auxiliary resources may be distributed for any commercial purpose, nor with the intent that the data be used in any commercial enterprise, without the express permission of a GTD representative. START and CETIS reserve the right to withhold this permission.
  8. Penalties: Penalties for failure to comply with the terms of this agreement may result in loss of access to the GTD and the forfeiture of user privileges, in addition to any other appropriate legal remedies.
  9. Limitation of Liability: Although every reasonable effort has been made to check sources and verify facts, neither START nor CETIS can guarantee that accounts reported in the open literature are complete and accurate. Neither START nor CETIS shall be held liable for any loss or damage caused by errors or omissions or resulting from any use, misuse or alteration of GTD data by the USER.
  10. Multimedia Copyright: Images and other multimedia files contained in the GTD are held under copyright to various parties. No multimedia files from the GTD may be removed, reproduced, or disseminated without express written permission from the copyright holder.
  11. Termination of Rights: The GTD developers reserve the right to remove access from any particular IP address or set of IP addresses, or to remove the database entirely from public access, at their discretion. In such an event, all USER rights granted in this document are terminated.
