First mentioned in March 2006, the Sami al-Ghul Brigades is one of several active armed factions of the Palestinian nationalist organization al-Fatah. Though al-Fatah has never publicly acknowledged any connection to these groups, it is believed that al-Fatah uses these splinter factions to simultaneously terrorize Israel while participating in legitimate politics under the premise that it does not use violent means to achieve its objectives.

Many Palestinian nationalist organizations employ the use of "armed wings" in an attempt to draw a distinction between their political cause and their terrorist tactics. The Sami al-Ghul Brigades is related to al-Fatah in much the same way as the al-Quds Brigades is related to Palestinian Islamic Jihad, the al-Aqsa Martyrs Brigades is related to al-Fatah, and the Salah al-Din Battalions is related to the Popular Resistance Committees. Though no evidence exists that decisively proves that the Sami al-Ghul Brigades is under the direct control of al-Fatah, it is assumed that the group shares al-Fatah's secular Palestinian nationalist ideology.

The Sami al-Ghul Brigades is known to conduct rocket attacks against Israeli targets, often in collaboration with other armed Palestinian factions, such as the al-Aqsa Martyrs Brigades or the Abu al-Rish Brigades.

With Israel's July 2006 incursion into the Gaza Strip, the political situation surrounding the Palestinian territories is all but certain. The Sami al-Ghul Brigades has conducted several attacks in the last several months and it is assumed that the group will continue to actively operate.
