3/28/1999: Frank Darwin Alexander sent a mail bomb addressed to John Hagee, a preacher with Cornerstone Ministries, in San Antonio. The device detonated at the Dallas, Texas, United States bulk mail center. There were no casualties but machinery and equipment at the facility were slightly damaged.

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success is not judged in terms of the larger goals of the perpetrators.
