Incident Summary:
10/8/2007: An unknown number of Janatantrik Terai Mukti Morcha - Goit (JTMM-G) cadres shot dead Khutawa Parsauni Village Development Committee secretary Ram Babu Sharma Neupane near Bakuliya, Bara, Nepal. Neupane, who was an active member of the Nepali Congress, was shot in the head and chest. JTMM-G district coordinator Birat claimed responsibility for the attack, but the motive behind the attack is unknown.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims.
