Incident Summary:

02/27/2010: On Saturday morning around 0830, in Parang, Maguindanao, Philippines, assailants detonated an improvised explosive device hidden under the vehicle belonging to Razak Kasim, a candidate for Councilor, killing one child, injuring four others, and damaging the vehicle. The candidate escaped unharmed and no group claimed responsibility.
