Incident Summary:
09/23/2013: Assailants attacked an Armed Forces of the Philippines (AFP) and Civilian Volunteer Organization (CVO) outpost in Polonguguen municipality, North Cotabato province, Philippines. This was one of three simultaneous attacks on outposts in North Cotabato on this day. Troops repelled the assaults, at which point the assailants abducted 15 people. Two hostages were killed and the remaining hostages were released on September 24, 2013. The Bangsamoro Islamic Freedom Movement (BIFM) claimed responsibility for this attack.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success of a terrorist strike is defined according to the tangible effects of the attack.
