Incident Summary:
07/22/2016: An assailant opened fire on civilians at a shopping mall in Munich, Bavaria, Germany. At least nine people were killed and 27 people were injured in the assault before the assailant fled and later killed himself. David Ali Sonboly claimed responsibility for the incident and yelled "I am German!" during the attack. Sources also noted that Sonboly did not like "Turkish people and Arabs," had written a manifesto in opposition to "foreign infiltration," and admired Adolf Hitler.

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. For example, in a typical successful bombing, the bomb detonates and destroys property and/or kills individuals, whereas an unsuccessful bombing is one in which the bomb is discovered and defused or detonates early and kills the perpetrators. Success is not judged in terms of the larger goals of the perpetrators.
