Incident Summary:
12/21/2018: An explosive device detonated outside a police headquarters in Shihr, Hadramawt, Yemen. At least two civilians were killed and 45 others were injured in the blast. This was one of two related attacks at the headquarters within a short period. No group claimed responsibility for the incident; however, sources attributed the attack to Al-Qaida in the Arabian Peninsula (AQAP), which denied responsibility and stated that government forces were responsible for the second blast.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
