Incident Summary:
06/27/2019: An assailant opened fire outside a mosque targeting Imam Rachid El Jay, who had been threatened by the Islamic State and far-right groups, in Brest, Bretagne, France. The assailant committed suicide and two people, including El Jay, were injured in the assault. Karl Foyer claimed responsibility and stated that he was ordered to carry out the attack and they threatened to kill his parents and sister if their instructions were not followed.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims.
