Unfortunately, it is unsurprising that Islamic extremist group al-Shabab attacked Garissa University College in Kenya, as schools have become increasingly targeted for violence, described in this article. Called “outbidding” as explained by START’s Executive Director Bill Braniff in his testimony at the House Armed Services Committee Hearing, terrorist groups try to one up each other with more gruesome attacks to gain attention and emotional responses.
