Incident Summary:
02/15/2005: A pipe bomb was found at the Department of Motor Vehicles office in Auburn, California in the United States. The device, which did not ignite and was safely dismantled, was composed of a piece of PVC pipe with duct tape, gun powder in the center and wires attached. There were no casualties, nor damage in this incident, and the perpetrators are unknown. However, this was one in a series of incidents, two of which were confirmed to be eco-terrorism in Auburn within the month, and authorities were investigating whether the Earth Liberation Front (ELF) may have been involved in this particular case.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. Success is not judged in terms of the larger goals of the perpetrators.
