Incident Summary:

10/27/2009: On Tuesday, in Jaffar, Shah Joy, Zabol, Afghanistan, assailants kidnapped four tribal leaders. Later, the assailants assaulted the victims by beheading them, killing all four tribal leaders. The elders had been accused of spying for foreigners. No group claimed responsibility, although it was widely believed the Taliban was responsible.
