01/31/2011: On Monday, near Khatkor village in Gumla, Jharkhand, India, unidentified militants set fire to a passenger bus, causing an unknown amount of property damage. The militants asked all the passengers to exit the bus before it was set on fire, causing no casualties. The specific motive for the attack is unknown; however, the People’s Liberation Front of India (PLFI) called for a shutdown in five districts. No group claimed responsibility, but it was suspected that PLFI militants were responsible.

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success of a terrorist strike is defined according to the tangible effects of the attack.
