Incident Summary:
09/24/2020: Assailants raided Bilibiza, Quissanga district, Cabo Delgado, Mozambique. The assailants gathered the residents and stole their money and phones. At least five people were killed and several houses were set on fire in the attack. In addition, an unknown number of children were abducted, and the outcome of the kidnapping is unknown. No group claimed responsibility for the incident; however, sources attributed the attack to Muslim extremists.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success of a terrorist strike is defined according to the tangible effects of the attack.
