11/22/2020: Assailants set up a fake road block and opened fire on two vehicles in Al-Sakar, Rutbah district, Al Anbar, Iraq. Three people, including a police officer, were killed and a driver was abducted in the attack. The outcome of the abduction is unknown. No group claimed responsibility for the incident; however, sources attributed the attack to the Islamic State of Iraq and the Levant (ISIL).

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
