Incident Summary:

3/18/1998: Unknown perpetrators, believed to be affiliated with the Islamic insurgency in Algeria, detonated a homemade bomb at an apartment complex in Saïda, Algeria. Eleven people were wounded and the blast damaged the building. It is believed the assailants chose the target because many Algerian bureaucrats resided at the apartment complex.
