Incident Summary:
9/05/1999: A bomb exploded in a car moving along a main street in Tiberias, Israel. The driver and one passenger, members of the Islamic Movement, were killed in the explosion and four bystanders were injured. Five people were later arrested in connection with this incident and a similar bombing in Haifa on the same day. The incident occurred less than 24 hours after Israel and Palestine signed a deal that reinitiated the peace process.

The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack.
