Incident Summary:
10/02/1999: A group of hooded individuals used petrol bombs and rocks to attack various banks in the Zorroza district of Bilbao, according to the Ertzaintza Basque police. There were no injuries, but the extent of the damage was not known. The Renfe railway station in Bilbao was also attacked on this day.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims.
