Incident Summary:

4/3/2000: Members of the National Liberation Army (ELN) set up a roadblock for two days along a highway that links northern Cesar with the Caribbean coast, in Colombia. Calling it an "armed strike", the ELN then kidnapped 23 motorists and burned at least ten vehicles. Antonio Garcia, the ELN's second-in-command, stated that ELN would continue similar activities unless a national convention was called in order to address the country's problems.
