Incident Summary:
05/21/2000: Hutu Rebels, allegedly belonging to the Hutu Palipehuto group, ambushed several vehicles on the Bujumbura-Gatumba road just outside Bujumbura, killing five Tutsis. The rebels fired on the vehicles before setting some of them ablaze. No casualties were reported as a result of this attack.

Criteria 1

Success of a terrorist strike is defined according to the tangible effects of the attack. For example, in a typical successful bombing, the bomb detonates and destroys property and/or kills individuals, whereas an unsuccessful bombing is one in which the bomb is discovered and defused or detonates early and kills the perpetrators. Success is not judged in terms of the larger goals of the perpetrators.
