Additional Information Field commander Khattab, a Chechen separatist military leader, received half a million dollars from abroad to wreck the elections.  His forces offered rewards of up to $40,000 were promised to those who managed to disrupt the election process in any of the embattled republic's populated areas. This was one of three related attacks (cf. 200008200003, 20000820004).
