Incident Summary:
09/28/2001: A group of Chechen rebels attacked the Shalinskiy District Commandant’s office and other areas of the District center in Shali, Russia, with guns, killing two policemen, wounding another, and kidnapping a third. A civilian was killed by a stray bullet as well. One of those killed was Barzayev, local police inspector. The court building was burned down during the attack as well. Reports indicated that one of the perpetrators was killed and several others wounded in a gun battle with local police. No group claimed responsibility for the attack.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims.
