Incident Summary:
11/30/2001: Suspected militants dressed in police uniforms killed at least six people in the vicinity of Kharout village, Jammu and Kashmir, India. The assailants entered the village posing as officials; they asked for help in patrolling the area from the villagers and members of the village defence committee (VDC). Four members of the VDC and two Muslim villagers agreed to accompany them. Upon leaving the village, the villagers and VDC members were gunned down. No group has claimed responsibility for the incident and motive is unknown.

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. For example, in a typical successful bombing, the bomb detonates and destroys property and/or kills individuals, whereas an unsuccessful bombing is one in which the bomb is discovered and defused or detonates early and kills the perpetrators.
