Incident Summary:

04/01/2004: The Al-Arifeen organization claimed responsibility for bombing a government building in Srinagar, India. The device was placed in the restroom of the building and the explosion injured one person. The group claimed that they could have killed more people but this was just a warning for the employees of the corporation not to take part in preparations for countrywide elections during the month of April.
