10/23/2008: On Thursday at 1200 noon, suspected Chechen rebels belonging to the Urus-Martanovskiy group set fire to the house of the local Russian administer in the village of Saadi-Kotar, Komsomolskoye, Chechnya, Russia. No casualties were caused by the fire but it completely destroyed the house. No claim of responsibility was made for the attack.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
