Incident Summary:
04/12/2009: On Sunday morning, in Mianga, Nord-Kivu, Congo (Kinshasa), assailants fired upon DRC army positions, killing 10 soldiers and four civilians including some children. Following the attack, the assailants kidnapped the village chief and cut his throat, killing him. No group claimed responsibility, although it was believed the Democratic Forces for the Liberation of Rwanda were responsible.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
