Incident Summary:
05/28/2009: On Thursday, in the Al Jami'ah district of Mosul, Ninawa, Iraq an improvised explosive device went off targeting a motorcade of the Ninawa council. In the incident, three civilians from the same family, including a three-year-old child were injured. The explosion also injured a member of the Ninawa council from al-Hadbaa list, Lamyaa Mohamed, and her driver. Three vehicles were also damaged. No claim of responsibility has been reported.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
