08/24/2009: On Monday, in the Kooshin District of Beled Weyne, Hiiraan, Somalia, assailants detonated an explosive device outside the house of a former Governor of Beled Weyne, Adan Abdi Isse, injuring four soldiers and damaging the house. No motive for the attack was reported and no group has claimed responsibility for the attack.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack.
