03/23/2010: On Tuesday, in Waz-i-Zadran, Paktia, Afghanistan, assailants detonated a remote-controlled improvised explosive device targeting a road construction vehicle, damaging the vehicle but causing no casualties. Taliban spokesman, Zabihollah Mojahed, claimed responsibility for the attack on the Taliban’s Voice of Jihad website, claiming that the vehicle was destroyed and five people on board were killed. The claim was not confirmed.

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. Success is not judged in terms of the larger goals of the perpetrators.
