Incident Summary:

04/22/2011: On Friday morning at 0820, along Valderoza Street in Isabela city, Basilan, Philippines, the Army’s K9 unit and local police found and defused an improvised explosive device planted in front of the Bureau of Internal Revenue office. The explosive device, with a cellular phone as its detonator and weighing about three kilograms, was placed inside a black plastic bag that also contained a lunch box. No group claimed responsibility but Abu Sayyaf militants were suspected to be responsible.
