Incident Summary:

04/14/2013: Three soldiers and a civilian were kidnapped in Tagbina village, Surigao del Sur province, Philippines. The victims were released on Wednesday, April 17th, 2013. The New People's Army (NPA) claimed responsibility, stating that they released the victims after investigations showed that the soldiers had not committed "serious offenses against the people."
