07/17/2013: An explosives-laden bicycle detonated in Imam Sahib district, Kunduz province, Afghanistan. The device detonated as a police vehicle was passing the Imam Sahib education department. At least three people, including at least two police officers, were injured in the blast. No group claimed responsibility for the incident.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
