Incident Summary:

09/19/2013: Assailants kidnapped five Independent Election Commission (IEC) members in Almar district, Faryab province, Afghanistan. Three of the IE members were released the same day, but the status of the remaining victims is unknown. No group claimed responsibility for the incident; however, tribal elders attributed the attack to the Taliban and stated that the kidnappings were meant to disrupt the election process.
