Incident Summary:
04/29/2015: Assailants raided the offices of the International Rescue Committee (IRC) and abducted 37 aid workers in Donetsk, Donetsk oblast, Ukraine. At least two American hostages were released as of May 9th, 2015, while five other foreign hostages were released on an earlier date; the fate of the remaining hostages is unknown. The Donetsk People's Republic claimed responsibility for the incident and stated that the International Rescue Committee (IRC) was targeted in retaliation for spying on the group's activities and not paying taxes.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims. Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack.
