Incident Summary:
05/00/2015: Sometime between May 22, 2015 and May 30, 2015, assailants kidnapped an unknown number of children from Anah town, Al Anbar governorate, Iraq. This was one of four related attacks in Al Anbar over the course of a week that led to the abduction of 400 children in total. The outcome of the kidnapping is unknown. No group claimed responsibility for the incident; however, sources attributed the attack to the Islamic State of Iraq and the Levant (ISIL), stating that ISIL intended to train the children to be suicide bombers.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. For example, in a typical successful bombing, the bomb detonates and destroys property and/or kills individuals, whereas an unsuccessful bombing is one in which the bomb is discovered and defused or detonates early and kills the perpetrators.
