Incident Summary:
09/28/2016: Assailants attacked Armed Forces of the Democratic Republic of the Congo (FARDC) soldiers and civilians along Kasindi-Beni Road near Beni, North Kivu, Democratic Republic of the Congo. This was one of two incidents along the same road on this date. At least 14 people, including two soldiers, three civilians, and nine assailants, were killed and five other people were injured across both attacks. No group claimed responsibility; however, sources attributed the incidents to the Allied Democratic Forces (ADF).

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
