Incident Summary:
03/15/2017: Assailants abducted two civilians in Karlapat, Odisha, India. One of the hostages was killed and the other was assaulted and released on March 19, 2017. This was one of three attacks by the same group of assailants in Karlapat on this date. The Communist Party of India - Maoist (CPI-Maoist) claimed responsibility for the incident and accused of one of the hostages of assisting the police in an operation in which a CPI-Maoist member was arrested, in addition to producing homemade liquor.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. For example, in a typical successful bombing, the bomb detonates and destroys property and/or kills individuals, whereas an unsuccessful bombing is one in which the bomb is discovered and defused or detonates early and kills the perpetrators. Success is not judged in terms of the larger goals of the perpetrators.
