Incident Summary:
11/14/2017: Assailants threw an explosive device and opened fire on Sher Dhan Rai's vehicle near Pikhu Khola, Province 1, Nepal. Rai, a Communist Party of Nepal: Unified Marxist-Leninist (CPN-UML) parliamentary candidate and former Minister of Information and Communications, was not harmed; however, a bodyguard was injured in the blast. No group claimed responsibility for the incident; however, police arrested four Communist Party of Nepal - Maoist (CPN-Maoist-Chand) members in connection with the attack.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack.
