Incident Summary:
01/09/2018: Assailants planted an explosive device intended to target a police patrol at the Mambore-Mkokoni junction in Lamu county, Kenya. When the police vehicle avoided the explosive device, the assailants opened fire on the vehicle. There were no reported casualties in the attack. No group claimed responsibility for the incident; however, sources attributed the attack to Al-Shabaab.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
