Incident Summary:
05/23/2018: Assailants using four remote-controlled explosives-laden speed boats attempted to attack Saudi-led coalition commercial and military vessels in the Red Sea near Kamaran Island, Al Hudaydah, Yemen. United Arab Emirates (UAE) security forces destroyed two of the boats and the remaining two boats fled. There were no reported casualties. No group claimed responsibility for the incident; however, sources attributed the attack to Houthi extremists (Ansar Allah).

Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Successful Attack
Success of a terrorist strike is defined according to the tangible effects of the attack. Success is not judged in terms of the larger goals of the perpetrators.
