08/26/2018: Assailants attacked Emmanuel Tusenge Sebazungu along the road between Gakoro and Jomba in Rutshuru, North Kivu, Democratic Republic of the Congo. Sebazungu, a Radio Umudiho FM director, was abducted and his brother was beaten and left at the scene. The outcome of the abduction is unknown. An unknown group claimed responsibility for the incident and demanded a ransom in exchange for the victim.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims.
