Incident Summary:
04/03/2019: Assailants attacked civilians in Makulu, North Kivu, Democratic Republic of the Congo. This was one of two attacks in North Kivu on this day. At least 30 civilians were kidnapped across both attacks. All but three hostages were released as of April 5, 2019. The fate of the remaining hostages is unknown. The Allied Democratic Forces (ADF) claimed responsibility for the incident and "demanded that the FARDC [DR Congo Armed Forces] halt offensives against them so they could buy goods in the region."

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
