Incident Summary:
04/22/2019: Assailants planted two explosive devices outside an under-construction chapel in Pimbalayan, Sultan Kudarat, Philippines. One of the devices detonated as security forces attempted to defuse it. There were no reported casualties in the blast and the second device was successfully defused. No group claimed responsibility for the incident; however, sources attributed the attack to the Bangsamoro Islamic Freedom Movement (BIFM).

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.

Success of a terrorist strike is defined according to the tangible effects of the attack. Success is not judged in terms of the larger goals of the perpetrators.
