Incident Summary:
09/11/2019: Assailants raided Haia, Cabo Delgado, Mozambique. This was one of three related attacks in Cabo Delgado on the same day. At least eight people, including Rapid Intervention Unit (UIR) officers, were killed and a health center and 70 houses were set on fire across all three incidents. Additionally, two people were abducted, and the outcome of the kidnapping is unknown. No group claimed responsibility for the attacks.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims. Success of a terrorist strike is defined according to the tangible effects of the attack.
