Incident Summary:
04/16/2020: Assailants armed with mortars and firearms raided a migrant settlement area housing Ethiopian migrants in Al-Ghar, Saada, Yemen. An unknown number of migrants were killed and injured, and several were taken hostage and driven to the border with Saudi Arabia. The hostages were released at the border, with some being placed in Saudi migrant facilities and others still unaccounted for. No group claimed responsibility for the incident; however, sources attributed the attack to Houthi extremists (Ansar Allah). Sources also noted that the assailants carried out the attack over concerns that the migrants were afflicted with COVID-19.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims.
