Incident Summary:
07/09/2020: An assailant, that had previously made threats to bomb government buildings (the Treasury Department in Harrisburg and the CIA building in Langley, Virginia), was identified and pulled over by police officers while driving in his vehicle along Washington Road in Mt. Lebanon, Pennsylvania, United States. In a subsequent search of the vehicle, authorities discovered 30 explosive devices as well as bomb-making materials and remote detonators. The assailant was identified as Kurt James Cofano. Cofano had previously threatened to attack BLM protestors as well as his threats against government buildings.

Criteria
Criteria 1
The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion. It must involve the pursuit of more profound, systemic economic change.
Criterion 2
There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims. It is the act taken as a totality that is considered, irrespective if every individual involved in carrying out the act was aware of this intention.
