Christian Science Monitor: Civil defense makes a comeback in US

START's Tierney quoted regarding CERTs

START investigator Dr. Kathleen Tierney was quoted heavily in a recent Christian Science Monitor article regarding increased interest in training everday citizens to to act as first responders in the case of a terrorist attack or natural disaster. Speaking about CERTS -- citizen emergency response teams -- Tierney was quoted as saying, "'People in places that never saw themselves at risk before are getting involved in it and it's improving our overall ability to deal with all kinds of disasters.'" Dr. Tierney heads START's Working Group on Societal Responses to Terrorist Threats and Attacks.
