According to Caribbean Life, the Prime Minister of Antigua and Barbuda, Gaston Browne, used information from START's Global Terrorism Database during an address at the Third Summit of the Community of Latin America and Caribbean States (CELAC), urging the United States congress to lift the economic blockade on Cuba.
